Following John Healey's announcement, Local powers for councils to protect communities and improve standards in the private rented sector, Ian Potter, operations manager at the Association of Residential Lettings Agents (ARLA), said: 

"The Government's latest proposals on the regulation of landlords do not go far enough as, once again, it has deferred on the matter of agent licensing. Until it introduces mandatory licensing for both landlords and agents, unethical operators will continue to exist.

"Now, more than ever, people need to feel secure in their homes and any government now or in the future must regard this as a priority. Allowing councils to regulate landlords at local level may be a good measure in theory, but in practice has the potential to be fraught with problems. It will be interesting to see the detail of this proposal."
